Vacancy Announcement: Executive Vice Chairperson – Liberia Anti-Corruption Commission (LACC)

INTRODUCTION

The Liberia Anti-Corruption Commission (LACC) is the Government of Liberia’s lead institution mandated to prevent, investigate, and prosecute acts of corruption. The Commission was established by an Act of the Legislature in 2008 and subsequently amended and restated in July 2022, creating a new governance structure managed by a seven-member Board of Commissioners.

LACC works collaboratively with state and non-state actors to champion integrity, transparency, and accountability, ensuring that public resources are judiciously allocated and managed in the best interest of the Liberian people.

Following the appointment of the former Executive Vice Chairperson to another role by His Excellency Joseph N. Boakai, Sr., President of the Republic of Liberia, a vacancy has been created at the Commission.

Pursuant to Chapter 6.10 of the Amended LACC Act, His Excellency the President has constituted an Ad-hoc Committee to pre-select two (2) qualified candidates to fill the position of Executive Vice Chairperson of the Liberia Anti-Corruption Commission.

In line with its mandate, the Committee hereby invites applications from suitably qualified Liberians for the position described below.


A. POSITION: EXECUTIVE VICE CHAIRPERSON (ONE POSITION)

(a) Core Mandate

In accordance with Section 6.9 of the 2022 Amended LACC Act, the Executive Vice Chairperson shall assist the Executive Chairperson as the administrative and technical head of the Commission. The position provides leadership and oversight to ensure the effective functioning of the institution.

The Executive Vice Chairperson works closely with other Commissioners, the Secretariat, staff, consultants, and external partners to ensure that LACC fulfills its mandate of investigating, prosecuting, preventing corruption, and educating the public on the harmful effects of corruption and the benefits of its eradication.


(b) Main Tasks and Responsibilities

In addition to serving as the principal deputy to the Executive Chairperson, the Executive Vice Chairperson shall be directly responsible for the Department of Education and Prevention. Specific duties include:

  1. Providing leadership and oversight to the Department of Education and Prevention;
  2. Assisting the Executive Chairperson in providing overall institutional leadership;
  3. Acting as Executive Chairperson in the absence of the Executive Chairperson;
  4. Conducting and supervising research into the causes, manifestations, and dimensions of corruption in Liberia;
  5. Advising the Government of Liberia, public and private institutions on policies, programs, and best practices to prevent and combat corruption;
  6. Designing and implementing public education and sensitization programs on the dangers of corruption and its impact on Liberia’s social and economic development;
  7. Performing any other duties as may be required by law or assigned by the Executive Chairperson.

(c) Required Qualifications

Education:

  • A degree in Accounting or a related discipline from an accredited university or institution (local or international).
  • Must be a certified member of the Liberia Institute of Certified Public Accountants (LICPA) or an equivalent internationally recognized professional accounting body.

Experience:

  • A professional Auditor or Accountant with a minimum of five (5) years of professional experience, preferably as a Forensic Auditor or Accountant.

B. ADDITIONAL REQUIREMENTS, CORE SKILLS, AND COMPETENCIES

Applicants must:

  • Be a Liberian citizen, at least 30 years of age, and of good moral character.

Required competencies include:

  1. Computer literacy, especially in Microsoft Office Suite;
  2. Knowledge of key accounting software and financial packages;
  3. Strong written and spoken English proficiency;
  4. Proven analytical, interpersonal, and team-building skills;
  5. High integrity, strong ethical values, and respect for gender, diversity, and inclusion;
  6. Result-oriented planning, leadership, and management skills;
  7. Ability to develop, empower, and motivate others;
  8. Effective management of performance and institutional resources.

C. SALARY AND BENEFITS

Salary and benefits shall be in accordance with government-approved salary scales and benefits applicable to the position or similar positions.
